My personal experience confirms this. I purchased many 1984 olympic coins. The Gold coins came in beautiful wood boxes and I was sure that these would be worth a bundle in 25 years. I took them out of a duffle bag where they had been for the last 25 years and checked their value. To my surprise, I was only able to get the spot value these "treasures". When I researched what I had paid and the premiums charged by the Mint, it became apparent that the US Mint are very good business people. They made a lot more money than I did, especially when figuring present value of money. This was a learning experience that taught me to collect American Eagle bullion. The premium is reasonable and PM's are appreciating much faster then numismatic coins. The only Numismatic coins that are good investments are the Key Dates. I purchase Numismatic coins for fun rather then with an expectation of profit. the Liberty First Spouse coins are an example. I find these coins attractive but I would have made a lot more money (paper profit) if I would have put that same amount of money in some tubes of ASE.
My new dream coin is going to be the kilo (I mean 2.125 pound, since we don't believe in the metric system in the U. S.) Silver Eagle. A number of other countries do a coin this size. Can you imagine how great a coin like this would be in a reverse proof. I'm not going to be able to sleep tonight.
