I don't think you would want to wait to buy this on the secondary market, as many others have already said. The reverse proof alone may go for upwards of what the set's initial cost is by itself. That could be immediate. The '06 had 250k made and I paid around $200 for an 06 rev. proof in PF-69. That's pretty much what it takes to get one and has been for several years. That set went for $100 from the mint. So buying direct from them was the smart play.

If there's only 100k of these made, I don't think you'll be able to go on ebay 5 years from now and find more than a handful of them and the premium will likely be significant. On the other hand, after the initial frenzy, I don't believe these sets will sell for double the issue price any time soon. But, you never know. There are a lot of collectors. I suspect anybody that gets theirs from the mint will be happy they did. The next question is when will the ASE program end and a new bullion design begin? Would they let you know if this was going to be the final release? It's possible they themselves wouldn't even know yet.

Depending on price, I may buy two and flip one. The set I keep will not be broken up and will be off the market for a long time. I promise you all.

I received a fall printed catalog from the Mint today. It shows all their upcoming products for the year, but interestingly, this item is missing.

I'm guessing it was most likely printed before the press release last month. Or at least before any specifics were decided on.
