    PCGS with a CAC sticker is best, IMHO. BUT, I buy NGC, PCGS and NGC w/CAC, as well.

    They look raised to me, and if they were scratches/hairlines, they would be over top of the devices and not just in the fields.

    Uneven toning does not automatically suggest cleaning. Those lines look like die polish lines.
