I agree with you, it is strange not to have a mirror finish on the reverse these coins. Some of the sets I purchased are close to a mirror finish...
I agree Cloudsweeper, but fair is fair and most "junk" silver weighs slightly less then the mint weight, and it is foolish to cheat yourself....
