I received a 2005 mint set and the P set of quarters has two Minnesota quarters; missing the Oregon. How common is this?

What type of plastic do US Proof Sets come in? Is the Mint Set plastic cellophane?
INB, got it in a lot of coins.
Just as an FYI, it was MS65. I broke it out of the holder and put it into my change pile to prevent some other poor soul from getting it in a slab.
