Not worth sending to a TPG. Maybe buy some MS70 and put it in there. If its not tone on the coin, that rust coloration might come right off.

This is a VF20, if I had to guess. Marks in the hair are clearly adjustment marks. Rim ding is typical, not worthy of a details grade.
