2004 Cook Islands - Reagan/Queen Elizabeth Silver

    Anyone know anything about these? The lady has two of them and says they are .999 Silver and weigh 31.1 grams each. Ronald Reagan on the obverse, Queen Elizabeth II on the reverse, and minted for the Cook Islands. I must assume that they are just another form of bullion, but I also thought it best to ask as I have not been able to find out much about these. Any and all info will be appreciated. Thank you!
