Wondering what this is called and if it is a mintage error or a planchet thing. You can see the shine, then change lighting from different angle and this shows up. Anyone ever see this before?

That is the result of the plyo film mint packaging. Many of coins sweat in those sets and they end up looking like this. Here is a 70 S/S Lincoln I pulled from a 70 UC set.
Here is the quarter. And another S/S I bought 5 70UC sets that day. It really isn't considered toning it would more qualify under environmental damage.

Yes its damaged a chemical reaction while it was in the packaging probably/ a problem that ruined some nice coins for decades
