It is damage insofar that it degrades the coin, but it is not numismatic damage insofar that it resulted from normal use.
Sure I mean no one calls wear damage it has a different meaning in numismatic world. If someone describes a coin as damaged because it has wear they are doing it wrong technicalities aside.
I finally got the chance to look at this coin under a good light, and I see hairlines (NOT from cleaning, but from rub between coins) in the fields which I originally mistook for die polish. MS-62 is consistent with NGC’s standards.
