It's a Bionary Bank Note. These types of bills are known as Fancy Notes. It carries a Value. I won't quote a price. You can compare it's to other Fancy Notes On EBay. I will tell you a general value based on the Face Value if the bill, for example a $100 Fancy Note, the asking price can safely be 10x the Face Value and upward. There is no limit on what a Notaphilist, like myself will pay.
Good luck Great Find. Don't handle it and get your oils all over it, store it in a plastic bag or envelope, OR...keep it and start your own collection.

This note is only valuable in the Beanie Baby market of fancy notes.
I don't doubt that these notes which don't qualify as a fancy serial number, but look close, can be sold to other "collectors" who are deluded about their true value at a profit.
But if you take this "almost" note to a coin/currency dealer, or a coin/currency show and try to sell it, you are only going to get face value.

I feel it's worth what someone is willing to pay for it. I would definitely hold on to it, unless you desperately and absolutely need the $20. It's 100% a fancy serial in my opinion. There should be note collectors out there willing to pay a premium on it. But, if you are going to sell it on a marketplace like ebay get a grouping of notes together and sell it as a lot, because otherwise the fees would kill your profit. If you want to just sell it without a third-party handler, then you might make $5-$10 on it.

You know what they call a group of collectors who are "deluded" about the "true value" of the items they collect? Beanie babies, FRNs, or "monster toned" Morgans?

    A market.

If a dealer buys it at face value, it's because they expect to sell it at more than face value. Otherwise, they won't waste their time at what amounts to making change.

If a dealer buys it at face value, he's going to spend it at face value and is just doing so to get rid of the lunatic that thinks his face value note is worth anything over face.
Since we all know what happened to the Beanie Baby market, that is a very poor analogy.

Everything is worth exactly what someone will pay for it. However, with EBay fees it can be a losing proposition to find out what that amount it. I would hang on to it if I found it to be a curiosity (personally I don't) but I don't think I would try to sell it.
