Don't hold me too this as my bottle is long gone but I believe it is a form of sodium hydroxide. I do remember it specifically says no acid and generally it leaves real toning alone. For me it has been very good at getting haze off of coins and surface contaminants, but if you play around with it on some experimental coins there are somethings that it does absolutely nothing too even when it is something that a dip would certainly remove.

Credit to coinmine.com where I found this, but the Inter-Google is rife with plenty of information to confuse the heck out of everyone, because one story will tell you it's fine, no harm, and another will tell you you're killing puppies by cleaning anything. Most of these articles deal with coins, not bullion, so take with some grain of salt, but do some research and see what you think for yourself.

Me, I use acetone to take the haze off of Ikes, and I've used MS-70 to take tarnish off of silverware. Bullion, is bullion, I generally leave it alone because I don't think there's any loss in value if it's "toned" or "tarnished".

If memory serves correctly, MS70 is potassium hydroxide (not much different from sodium hydroxide) and some sort of solvent (including water).
