I've got to say... the quality I've seen so far is pathetic. Almost every medal has milk spots. 2 of my six dollars has a black spot. 2 of my 6 sets did not come with the booklet. Yikes!
Yeah, there's a thread about how mint quality improved over the years, I'd say it's been sliding as of late. Hey, maybe the booklets will be more rare than the dollars!
I just got done chatting with them and they said they would request some be sent to me. That was my last order, so maybe they ran out?
WOW, let's us know if you get them. They've always insisted I send the whole set back for missing/damaged pieces like capsules, COA's or packaging.
Hey! It's the US MINT! They can do whatever they want whenever they want to do it. BUT.............folks need to remember that when they call the US Mint, they are actually speaking to nothing more than a telephone jockey that may or may not know what they are talking about. I'd be really surprised if they actually sent out the "booklets".

Can you describe this, and why it would be valuable? Is it the same as a raised wire edge? I have that on several of the medals.

I don't think that the one I sold nor the one I kept have those spots. Here's a photo of the one I sold (the camera doesn't lie): Hmmm. Come to think of it, the medals in these sets are struck from Silver Eagle Blanks so some spotting is to be expected. I wonder how many toned examples will show up in the market in the near future and what kind of premiums they'll sell for?

It does appear there is some slight finning on your medal but is it enough for someone to pay a premium? I don't know but crazier things have happened. Maybe throw it up on Ebay with a high BIN with B/O and see if someone is interested.
