I think the mintages are too high to be worth anymore than another. Even the Kook has increases its mintage. The Pandas seem to always hold well. So I'd go with 2011-prior pandas.
Pandas, lunar Perth mint releases, and libertads. Just check out the past releases and they all appreciate.
I will go with the 2012 Hawaii Collector's puck, the 2012 reverse proof ASE, and the 2011 Chickasaw Collector's puck. I'll bet the coins in the 2011 25th anniversary set lose the most value.
I'm going to say the Canadian Wolf from the wildlife series. First coin in the series, it already commands a significant premium over the others. I see that premium increasing as they close out the set later this year. Of course the one I posted in this photo happens to be standing in a snow storm, or a milk spot storm.

IMO with PM prices going to side ways and too many speculators/flippers crowding the secondary markets it is not easy to buy any issues' hoping to make $$ at the end of the day.

2009 30th Anniversary Chinese Silver Panda 1ozt (edit: this is .999 fine) 2009 UK Silver Britannia 1ozt (edit: this is .925 fine, sterling silver) These are two that I own and I would list some of the libertads from the mid 2000's though I can't remember specifically the years, maybe 2005 and 2006? Any help here? edit: someone already covered me on the libertads and the 2009 panda issue had two versions, the normal 2009 issue and the 30th anniversary issue. i'm pretty sure on that.
Well, the 5 ounce P AtB pucks will do the best in the long run. But since you said 1 ounce, it will be an ASE. The 2011 set still hasn't reached its potential, due to the numbers still on the market, since flippers got most of them. I'm waiting to see the terms set by the mint for the 2013 ASE set, you can count on the mint screwing it up and maybe making a lot for a few.
They will lose value in 2013? The 25th Ann Maple Leaf coin can be had at issue price now. The fact that they haven't sold out a mintage of 10k suggests there are no collectors. So you could be right that it falls below issue price within 12 months. The fractional set is pretty interesting in terms of the sizes of coins. I think it will gain some traction, but they have been issuing a lot of garbage lately so who knows. All of the $20 for $20 coins fetch more than face value and the hockey is available at issue price now. You think it will fall below $20? That's hard to believe.
2013 5 ounce proof silver Libertad and the new 2013 1 ounce proof silver life long canada coin. Mintage's are 5 OZ. proof Libertad ( 1350 - ? ) and 2013 canadian proof life long 1 OZ. ( 7500 ). I'm not positive on that 5 OZ. Libertad proof but it somewhere around 1300 pcs. and APMEX is selling these on ebay for $220.
