The coin appears to me to have had a very old cleaning that has since retoned. Not too bad of a coin, actually, but if you were looking for something with original toning I do no think this is the one for you.
I say the front is borderline F/VF, but reverse F. Very lifeless, though. The hard part to know is if the coin is better in hand. Photography can make a bad coin look good, and vice versa. Personally, if a coin does not grab you the instant you see it, (and I doubt this one did), I would pass. A few bucks for a better coin is quickly forgotten, but ugly coins remain ugly forever.
