MS-64 FBL (although I wouldn't be surprised if they gave it a bump for the toning and graded it 65 FBL).
65 FBL 64 would astound me 66 would not surprise me I guessed 65 and not 66 because of apparent muted luster (which could well simply be the technique used to bring out the color). Coin is VERY clean. If the luster were all there I could even see a 67. Color is all there. Very attractive toning. Bonus. Bell lines look full & complete too. That's a heck of a Franklin, regardless of grade. All of the above, IMO.

I'll guess 63-FBL (sorry to be a downer but it's the closest that wasn't already said and you implied it was either over or undergraded and it's the closest to what I think that hasn't already been guessed)
I'm gonna guess they called it 66. I'm kind of torn on the FBL though. PCGS is often lenient with FBL, but I'm guessing on this one they did not give it. Me, I'd grade it a 64. The coin is not as clean as it looks at first glance. There are at least 8, what I would call, medium contact marks on the obv along with several small ones. Thereis also a small scratch. The rev is cleaner with only 2 medium marks and a few small ones. But because of the toning most of the marks do not readily stand out. I find the toning unattractive and the coin lacking in eye appeal. The obv also looks like it might have been wiped early in its life and later toned over.
The verdict... Drum roll please...... I agree that it probably got the bump from MS64 to MS65 because of the toning. The part I do not agree with is PCGS not awarding the FBL designation. I used my USB microscope and can't see any breaks in the bell lines. Should I crack it and resubmit?
