I was thrilled to locate this on the much-maligned eBay late last year at a nice price, and is unknown though listed in Krause. I have followed these specimen sets since they were issued first in 1974 and got them as they were issued; this was not issued to the best of my knowledge and while I had the rare 1982 and 1983 specimen sets, this was the first I had seen and also the only Franklin Mint specimen set of this year I have seen (although a few individual PL specimen coins have turned up):
