The yellow seal means it's one of the silver certificates used by armed service members in North Africa during World War II. They're similar to the brown seal Hawaii bills. Edit: here's some more information about them http://oldcurrencyvalues.com/north_africa_currency/
I'd send him back to get a Big Mac, and ask the cashier to check their draw for others. I live in hope that people have or find stashes of these things and unload them all at once. Very nice indeed.
