Looks like we'll have to wait for a German-speaking student of German history to find out what exactly your medal commemorates. A Babelfish translation simply doesn't make any sense - something about warnings, if my guesses at obscured letters were correct. The obverse date doesn't seem to correlate to anything that Google connects to German history.
The last digit of the date on the obverse looks like a 6 to me, but if it's a 3, you are probably right, as the occupation did commence in January, 1923.
Another one of those Goetz-ish propaganda medals; not sure whether he designed that one though. The images are fairly small, but I think the text on one side says "Produktive Pfänder". A term that refers to the coal and steel industry in the Ruhr area for example which the Belgians and French occupied to make sure that Germany paid the initially enormous reparations. The date "11. Jan. 1923" also refers to the beginning of the Ruhr occupation. The text on the other side is "Es handelt sich nicht darum, Deutschland zu ruinieren. Das wollen wir nicht. Poincaré". Apparently something that the French prime minister and foreign minister Raymond Poincaré said: "This is not a question of ruining Germany. We do not want that." Christian
It looks like a medal that they have made,when germany was in war & financial crises,during the period when they were making "emergency money".this was a time when each city printed their own money to use.this is what is says it does not act Germany to ruin that wants we not basically an oppression medal,not wanting germany to fall to ruin,there are alot of morbid pieces from this time,very cool piece
I don't think it's a Karl Goetz -- the style seems a bit rougher. One of his contemporaries, most likely. If you want to see similar medals by Goetz, some of them quite outrageous, karlgoetz.com has lots of beautiful scans.
You should see some of their paper money,it is Extremely brutal they were not afraid to voice their opinion
