  1. Should I get this graded in this condition?

Any "Wounded Eagle" is worth grading and your example seems to be in alright condition including what I believe is PMD on the wing, I have never seen "Wounded Eagles" with that type of damage on the wing so all I can think is PMD.

It was damaged after it left the mint. Listen to your local coin dealer. It looks like damage from a coin rolling machine.

Based on the first photo of the reverse,
the coin is damaged, and is not the 'wounded
    eagle' die gouge.

Look at the obverse photos, and you'll see damage
on Sac's head and another area or two.

    PMD, as stated above.

Looks like it could be. Can you post another pic of the eagle? Damage is not from a counting machine or rolling machine. I think you got one. I'd still like to see another pic

Looks good to be a wounded eagle to me. The coin is damaged though

  13. So I can't really do anything with it?

Not saying that, it appears to be a legit wounded eagle but I think you are just going to get a genuine grade damaged if they even grade it. But authenticating it might not be a bad idea

It still has some value. I probably would just capsulated myself and keep it as an error
