    PCGS: Yes
    NGC: NO

    There are some very small marks that interrupt the steps in a minor way. PCGS is usually willing to overlook this, NGC usually isn't, especially on the 1941-D which is the best struck date/mm of the entire series.

    IMO, no.
    The bottom 2 steps appear to be missing in the middle.

    Which mark bothers you? The one under the 2nd pillar between steps 4 & 5 or the one under the 3rd pillar between steps 3 & 4?

    The 6th step is incomplete over "ICE" in Monticello but the 5th step looks to be complete to my eye.

    Not with that photo. Enlarged I see breaks in the steps so those voting yes must have excellent vision. Mind you, I'm just going by the TPG definition of Full Steps. Still, a very nice looking coin for its age.
