Would this grade environmental damage?

I feel this is a beautiful coin, and it's my favorite Indian, but im wondering about grade because of a few factors.

    1) there are nicks on the cheek.
    2) the crud around the date and lettering.

I would guess it's cleaned but no hairlines?

Stinks that it's most likely cleaned but if it wasn't we wouldn't see the coin underneath I guess ha.

It's been cleaned and then retoned.

Could have been cleaned with baking soda once upon a time, and now the date is caked with it. If you can get your hand on a rose or cactus thorn, you should be able to remove it easily if that's what it is. I don't see this coin grading.

Yup, definitely cleaned. The bluish hue on this coin is a sure sign that it's been messed with.

Removing the crud-in-the-date might reveal a surface underneath that's very different from the rest of the toned surfaces. Maybe not an attractive result.

If the crud is baking soda, vinegar should dissolve it.

But would that affect the toning and luster? I don't know.
