Would this be considered double die observe on date?

I see so many of these but am on the fence as to whether or not they are actually errors or not. Thanks.

I'll start by saying no it isnt a DOUBLED die obverse, I stress the doubled because there are people that are picky about that term and its the correct way of saying it but there is nothing that I see not even machine doubling.
