The carbon spots will definitly lower the eye appeal part of the grade. It is a nice looking cent. Whats the other side look like? I don't see it being worth the money, maybe if it was a doubled ear.
PCGS may possibly grade this coin but IMO it wouldn't be worth sending in. It's a common date with more than 8 billion minted in 1984. Your coin has plating blisters and those dark spots on it.
