Why is this proof error given an MS grade and not a PR grade?

Proof coins and proof errors normally read as "PR67".

So why is this proof error graded with an MS and not a PR? It is a Susan B. Anthony broadstruck on a Type 1 Proof Blank, but is listed as MS63 not PR63.

    Anyone know why this is?

Its because its a business strike on a type 1 proof planchet.

So if a proof die strike on a circulation planchet occurs, would that have a PR designation even if it isn't a proof planchet?
