Can't really see anything on these photos. I would suggest a side by side comparison and crop enlargement of both coins, both sides. You may just have a really nice early circulation strike on the business strike.
Maybe the proof you got was near the end of the life cycle of the proof dies, and the business strike was an early die stage. The photos I mentioned earlier will still make it easier to see.
The laser "frosting" (pockmarks) they use today obliterates fine detail. There was a thread a couple of years ago lamenting its effect on Washington quarters. To a normal eye, at normal viewing distance, it looks okay at first glance. If you're nearsighted and peering under your glasses, or using a microscope, it's hideous.
I wanted to see the entire coin, because I thought there would be another reason for the missing details. Struck through, or something else. Was unaware of the laser frosting, thank you for that information, it makes sense.
