Why are there 2 different 14 coin proof sets?

Hi all. For some reason I received 1 14 coin silver proof set a couple of weeks ago in red packaging. Now today another package came with two more sets but these are in blue packaging and have stickers over where the lettering was. I know this is not some rarity but I am curious as to why this is this way.

    Thanks for your help!

I believe that the blue proofs are the regular clad issues and the stickers on them are to update the fact that this year they are including the 4 presidents proof set. They didn't have enough preprinted clad-proof boxes with the updated info. I think that's it.
