It's a zinc planchet with a very thin copper coating. The copper blisters and in this case it caused linear plating blisters as stated. It's not PMD, just a poor product from the mint that's made to cut costs.
Doing a bit of research will give you a more detailed explanation and that will help you in learning. Plating blisters are very common on Zinc Cents but sometimes they occur length wise. You may consider keeping this one to use as an example. A cardboard 2 x 2 flip will work just find.
