When you hit such a large sales base such as ebay, you never know what you can sell until you try. I wouldn't buy it for 10 cents but that doesn't even matter, somebody wants it.
I know a few people that collect notes from one particular area , notes are fragile , some of the only surviving notes are in tatters . If it's from that one area and there are only 2 known you're happy with what you get .
I know a collector who is specializing in low graded notes from PCGS. It would not surprise me if he was the bidder on this note. If he wins it, he will send it in to PCGS for his "lowball" collection.
