ok i'm serious now , the reason Abe's hair looks like this on your coin is because the die was polished and too much of the details of Lincoln's neck area was removed. this one may have also had a small well placed die chip in this area to go along with the polishing of the die. it would be possible to find coins like this from many different years.
What year is the cent in your orginal post? Have you looked at any other cents from this same year for the wild hair? To answer your question Probably the only year this obverse was used is the year your coin is dated and probably used to strike no more than 1 million coins before this obverse design was retired.
