I don't think any of them do. It's simply not profitable enough to have to hire people just to sort out and sell the very small percentage of foreign coins that come in.
True. My uncle used to own the Los Angeles Herald-Examiner newspaper machines through-out the 1970's and early 1980's. He would have me collect the foreign coins that the counter would spit out/reject and place them in buckets. My pay was the buck'o'coins, which now makes up a quarter of my collection. He said the cost of his time or hiring someone was to expensive for what a coin shop would give him in return.
