Where’s the quarter experts?

I don’t collect quarters but got this one in change today. It’s the washington state quarter and both the 8's and the 9 has filling in the loups. Since there was a fish on the coin, I first thought it was suppose to be water until I went and found another one to compare it too. Also there’s in imprint above the mountains. Ok, what do I have???? thanks guys

Never mind I check it out on another site. At first I was thinking it might be a die clash but I don't know about that now. Is it raised or incuse?
