I'm pretty sure it is not government issue, but can anyone tell me the composition, and who issued it?

Listed here as bronze (looks silver plated to me though), minted in 1970 by the Franklin Mint. There should be a hallmark on the edge that says "Bronze."

Can you give us a close-up of the "hallmark" on the reverse?

The reverse says December 25, 1776
Washington's men cross ice-choked Delaware River to surprise and rout Hessian mercenaries at Trenton. A total of 918 Hessian soldiers are captured.
