What's the story behind these Stacks Commemoratives?

    Just bought these a few days ago on eBay for $62 shipped. The holder intrigued me. Seller says it's a PDS mintmark set. Anyone know anything about the holder history, other than it's Stack's? Seller's pic.

    There was a guy from Apmex that was here in 2017 that knew about packaging for Commemoratives. Anyone remember his name?

    I put a bunch of keywords into google, searched for images and picked out one with similar toning. I found this information in a Coinweek article:
