What's known as a "filled die" strike from the San Francisco Mint. Very, very, very common.

This is not a "filled die" error. Were that the case, the mintmark would be faint. Instead, this is either a case of die deterioration, a mintmark punched-in with a worn punch, or a mintmark rendered "solid" by die chips in each loop. Furthermore, in some years, a "solid" style was used. That's the case with some SBA dollars minted in San Francisco.
