ground down, some worker bored at lunchtime...

 

ground down and used as a button maybe ?

 

Post minting damage (PMD) is correct, the coin was sanded/ground down.

 

It does look like someone was trying to make a button to me.

 

I have some too! Not an error!

 

Sort of like mounting a loop, just more extreme. Is the coin the OP shows a ground down cent or a cast using a cent as the mother?

 

A file, a grinder, a buffing wheel...
