It could also be a cent struck through a lamination flake that detached from another planchet. The absence of any surrounding lamination cracks and flakes makes this a distinct possibility.
Anyone who thinks this is a broadstruck coin doesn't know anything about error coins. Hopefully the price is low.
It look's to me as the lam, peeled off, before the blank was struck. You have details in the recessed areas of the coin. That tell me, that the lam was of before striking. That's the way I see it.
Just a poor picture. ^.- Seems consistent with poor pictures of cents around that date that I have seen before.
