I found this half dollar coin roll hunting the other day. It shows extra metal all over the surface of the coin.
It looks like it was acid treated. It isnt extra metal, it's actually lost metal, and what you are seeing is the pitting done from the corrosion done by some sort of acid.
This is a good one to add to your generalized list of, "Oh, if it looks like this the Mint can't have done it." You'll see a lot of coins looking like this, sometimes from acid (yes, people play around like that) and sometimes the result of being buried in acidic soil for long enough. And "long enough" in soil acidic enough is within the lifetime of this coin.
