It's called "spooning", although I'm not sure people use actual spoons to do it to clad coins -- the old silver coins were softer and easier to manipulate.

Yup, that piece has been spooned.

 

How would it have copper around the edge?

 

Because all Quarters minted after 1964 have a copper core.. except silver proof quarters.

I am not an expert on these but I think could be a Falconee token but I would need a better pic to tell for sure
