Yes there is. It is prominently dated "L'an 7", which is in the French Revolutionary calendar and, as pointed out by De Orc, is equivalent to 1798-99. C'mon guys, there is NO international law requiring every government in the world to date its coins according to the Roman Catholic Gregorian calendar, in roman lettering!
The denomination has already been stated, it is un decime. It is the equivalent of 10 centimes. It is one of the better dates for the type, falling in about the middle of the range. Value in that condition should be about $5.
