That program has only been around for a couple of years I believe. Frankly I think it great and more YN's should go for it. The ANA also has a similar Ancient coin program as well where YN's can earn free ancient coins. I haven't seen examples of the early copper that Doug Bird gives out as awards but I have seen the ancients and they are NOT really low grade worn out pieces. The ANA has never really promoted these programs. I do see advertisements for Early Copper program in the Numismatist but I half way suspect that Doug puts those in himself.
