It is a copy of a note issued by the State of Virginia during the Civil War. The original notes were issued on thin paper. These copies which were made starting around the late 1940s as a novelty item are identified by the stiff, parchment like paper they are printed on.

From a monetary sense, yes it is does not hold any real $$$ value. Since it was given to you by a relative it should hold a different value. RickieB

nice note. obsoletes hold a lot of history. And a notes value is not always determined by its denomination
