Normally, you shouldn't clean coins. That kills the value.
In this case, your coin is basically only worth silver value ($3.00 as of today http://www.coinflation.com/coins/silver_calc.php)

The "M" is for the designer's last name "MacNeil".

Your coin could either be a 1919 or 1929.

You should go online to Whitman Books and buy yourself a current issue of this book. It contains information about every coin that has ever been used or produced in the US since colonial times.

One of my biggest regrets is when I left my college apartment, about 20 years ago, before I was a coin collector, I gave away my grandpas old blue recliner chair because it was so heavy and huge. He had it since the late 50s or early 60s but I got it when he died. I used it for many years, but it really started to show its age. As the two guys tipped it sideways to get it out the door, you could hear a ton of loose change move around inside the base. I was just happy to get rid of it because it was so heavy, so i didnt think anything of them getting a few bucks, but man do I wish I could go back and get all those coins out.

Fair enough, but considering thers* is only a few defferent designs for US quarters and this obviously isn't a a Washington, my guess is the OP easily could have answered this question on his own with minimal effort. Maybe, just maybe, the find along with the fact the OP decided to join a forum instead suggests an underlying interest in this hobby? If so, this would make Chris' book suggestion an excellent one.

    Edit: there

Let's see! The OP decides to take up coin collecting as a hobby. So, instead of buying a book that may help him, we'll just have him call you in the wee hours of the morning for answers.

I can’t believe how often I use my Red Book. I like the spiral bound one because it lies flat to whatever page I want, leaving my hands free.

I recently bought the Mega Red and love to browse through it. I just couldn’t pass it up. I hope the OP can get as much enjoyment out of the Red Book as I have over the years.

Pictures aren't good but the date area appears recessed, that would make it a 1929.
