I came across this coin today at the bank I work at, it is a presidential coin but it is completely silver in color. It doesn't have any special luster like a proof. They are plating the presidential dollars and the state quarters in silver, gold or platinum, all done after leaving the mint of course, many collectors consider these damaged coins.
Electroplating the layer of silver is so thin the coin isn't worth more than face. My coin store buys gold plated quarters off people for face then gives them back as change to costumers so I have a few.
Yup, happens quite often as the TV spin doctors try to make collecting more interesting to the new and uninitiated as well as the old folks looking to put something away for the grand kids. Don't add one lick o' value though and actually damages it in the eyes of the true collector.
