The circulating coin set are coins that are minted for general circulation. The same coins that you might find at a bank or get in change. No special care is given to them during minting and handling. The uncirculated set is coins that are specially minted for the uncirculated sets. They are minted on different presses with higher strike pressure and more care is given in how the coins are handled and packaged. You should expect nicer coins in the uncirculated set.
