Those boxes are some other kind of post mint damage. The coin did not come from this mint in this way...this occurred after it was produced and is considered damage to the coin, it is not an error. This reduces the value of the coin. However, a circulated 1946 cent is only worth a few cents to begin with so not a lot of value is lost there.
