It's all raised so it looks like solder was placed on the coin and then it circulated for a long time causing what you see. It's not a mint error. Edit to correct spelling.
Looks like someone forgot to 'cinch' the staples down. Only takes a minute with a pair of 'needlenose'........

Hole filler for your Lincoln book. You won’t see the reverse anyhow. The S mint marks at that age are almost impossible to find roll hunting. I have to get them in rolls at auctions.
