    Yeah its shiny like a proof but its all messed up obverse and reverse

    Well, it looks like the camera moved when you took the photos. You took the photos at an angle, and the lighting should have been in a different position.

    Whatever the cause, I doubt that it came from the Mint like that.

    Its almost impossible to tell from the photos, possibly struck through if its not PMD

    There is no way in heck that it is not PMD.

    I'd guess it was very heavily polished somehow (maybe with a mechanical buffer even). Would account for being very shiny but losing a lot of detail.
