Is the red color applied to the coin or a reflection because it was so highly polished?

Looks like I used to after a hard night of drinking...

 

Worn through normal circulation (as evidenced by the reverse), and then had the crap polished out of it on a buffing wheel. Melt it down!

 

Polished to death then shot with a pink point and shoot camera. You can even see the reflection of their fingers in the left field. That's one ugly dog.

I don't buy culls so I wouldn't know - do culls typically go for that much over spot?

I can get ms peace dollars for $20 but I have an lcs owner buddy hookup. As long as you can still tell it's a peace dollar it gets the sane premium or a touch more than an ase... as confirmed by this sale
