What happened to the reverse of this 1978 cent?

    I found this last night looking through one of my weekly boxes. It looked as though it was doubled on the C and E of cent and the steps on the right side of the memorial are all wavy. The obverse is a bit strange around the date and "In God We". I looked on lincolncentresource.com and doubleddie.com and they have no listings of a 1978 doubled die so I'm assuming it's not that. I've also looked at other types of errors and it doesn't look like any of those so I'm pretty sure it's PMD. It just looks weird. Any thoughts?

    looks like it was very worn. most likly PMD
    almost looks like in got run over by a miniture train.
