What do I have here with these $20's?

These two star notes came from an ATM. I was trying to find info on them and now I'm confused. They are listed as possibly SOI notes. I've seen SOI written about here on CT, but never really paid attention. Will someone tell me more about these notes? Thanks.

The Cleveland note (JD*) appears to be SOI, and the Chicago note (IG*) is not. You can find more information here; http://www.uspapermoney.info/general/soi.html
